Putting together a good album can take a great deal of time. Especially is somone is designing digital layout type pages it could easily cost 500.00 to 1000.00, or even a lot more than that. It depends a lot on what your getting, but a nice, well designed album is not cheap.
It just depends on what you want. If you just want to have some of your favorite photos in a book, then you could prpbably use an online book service, and get a nice looking album/book. But if you want custom designed pages layed out with professional style, then expect to pay a bit more.
